WHAT ARE THE ISSUES?

Montgomery County is one of the wealthiest per capita counties in Pennsylvania. Despite this, research conducted during 1999-2000 by Child Care Resources Developers through DPW revealed serious concerns about existing child care resources in the county. These included:

  • The availability, accessibility and utilization of services for low-income families
  • The lack of child care resources for special needs children
  • The lack of child care resources for those living in certain urban and rural parts of the county
  • The widespread lack of infant care options

Additionally, other studies have revealed growing concerns about:

  • The quality of existing programs
  • Limited resources for child care start-ups and capital costs
  • The inadequacy of training for child care instructors
  • Low-wages and limited "career ladder" financing
  • The inability of pre-school programs to address school readiness needs and issues
  • The persistence of barriers to access childcare services for limited-English families, esp. Spanish, Korean, Vietnamese and Chinese speakers
